The devil is in the detail as to what ‘local agreement means’. Including those without, the percentages of support are Labour 43%, Tories 10%. The Tories need to inspire the non-voters to come out like they did for Brexit.
This is the thing when people blame the young for not voting or the elderly for voting in the Brexit referendum and 2019. What really messed up the polling was the sheer percentage of "traditional working class voters" or "traditional labour voters" (who don't actually vote) to come out for Brexit & "STOP THEM STEALING YOUR BREXIT" (AKA "Get Brexit Done").
