As I see it, it's all a bit of an official red tape song and dance WP must be applied for, even knowing that it would be denied because he doesn't meet the criteria, (not enough games in a set period) once it is turned down, an appeal can be lodged, citing the fact that during said period he was out injured for 3 months and had he not been, then he would have played the requisite number of games. Hopefully then the WP can be permitted on "exceptional" grounds.
