They are needed upon all internet forums except those based around comedy. They're are required for the majority to tell weather or not a person is being serious or not.
There are plenty of cases where it is clear if the user is joking and this often depends if the user is a established poster.

The similie selection upon this website are quite acceptable, i'm not overly keen on the one with the tongue poking out but the others are fine. Personal favs are the huge smile one ;D and the rolling eyes ones. Also i do like the and
