If the over-spending was purely as a result of the need to upgrade the squad & ground in preparation for The Prem, post promotion, they will probably be let off. And arguably that's a reasonable excuse. However, if the overspending was purely to achieve promotion in the first place, the FL should launch air strikes against the King Power & bomb it flat
