Don't we need him for the home-grown quota? Although a loan to a Championship side would definitely be ideal!
So keep him here to stagnate just to say we have homegrown players, or send him out on loan to get some much needed game time after his injury? Tough decision!

In a squad of 25 you can only have a maximum of 17 non-homegrown. We will reach 17 easily. So we can have a maximum of 8 homegrown. We currently have 9 (excluding Lloydinho) Deeney, Cathcart, Anya, Hoban, Watson, Gilmartin, Dyer, Smith, Murray Maybe Sean is the one to drop out.

Hoban is too old. He was 21 last January, which was last season. He has to be under 21 at the start of the season.
He's not. He had to be under 21 at the start of the year the season will start in. He turned 21 in late January.
Murray could play all year as a senior in the under 21 team, but unless he is likely to make the starting 16, best for him to play competive football in Championship. birmingham have a good manager and i think they would be excellent club for him to play for.
I think the best idea would be to give him a free transfer but reserve a 50% sell on percentage. That way it would get him off the wage bill, give him a fresh start and in the unlikely event he is a big success and eventually moves on to a bigger club, we are protected financially.
