It would make sense if he said he was part of the forum hierachy, or if he said he was head of the forum hierachy (untrue), but he cannot actually be a hierachy.
you can't have a hierarchy of one! and even if you could, there is nothing automatically good about it. you could be the at the bottom of the hierarchy!
