If it was I never noticed but I started a new game had £150K transfer budget but needed to some scouts, made an offer to the scout but there was £100K compensation to pay.
The scout accepted my offer and the compensation was paid out of my transfer fund.
I always thought that it came out of your bank balance!
Was this the same method on previous versions?
